Part of the income of the davidians was derived from the perfectly legal(see second amendment) firearms business they never denied being in. The guns you refer to were there largely for profit. Waco was a test to see if the public would allow the removal of civil liberties and the murder of 22 children and over 60 adults labeled "cultists, religious extremists, child molesters" by the media.
