Y2ANJ ::: Favorites Anyway, I don't know if at the beginning the representative was referring to Scott Garrett but Garrett represents one of the richer parts of the state (northwest). The fact is the fed's have taken over everything the states used to regulate (education, roads, public lands, etc.). Ever since the fed's started collecting federal income taxes, revenue sharing has been the buzz word for dividing up the pot. The key to states rights lies in the strings attached to federal dollars.
